Bia Lamplighter College of Education was developed by the Church of Christ as an evolving cutting-edge centre for teacher in-service training in the Bia West District in the Western-North Region. This effort has been complimented and enhanced by the Government of Ghana through the absorption of this college along with four other new Colleges of Education as public institutions in 2015. This was in line with the government’s pledge to expand access to College of Education, especially in areas that were underserved in respect of teacher supply in basic schools in Ghana.

The college became fully operationalized in the year 2016. The government of Ghana has since 2016 invested financially in both human and material resources development with support from Ghana Education Trust Fund (GETFUND), Internally Generated Fund (IGF) from the college, Transforming Teacher Education and Learning (T-TEL), as well as training and development by Ghana Tertiary Education Commission (GTEC), the University of Cape Coast (UCC), and the University of Education, Winneba (UEW).

Dr. Samuel Agyemang in November 2018 was appointed the first substantive Principal of the college by the Ghana Tertiary Education Commission (GTEC).
