Library

Bia Lamplighter College of Education (BLCE) was established in 2016 to provide qualified teachers so as to enhance quality education in the country. The institution trains teacher trainees who are finally posted to places where their services are needed.

Library is paramount to any educational institution as the results of that effort were made to establish Bia Lamplighter College of Education Library. Library is central importance to any tertiary institution. The mission of BLCE Library is to provide services in support of teaching, research and outreach activities of the institution.

Library Hours and Activities
The college library is open to clients at 9.00 am and closes at 10.00 pm from Monday to Friday. Currently there are two staff members working in the library: Assistant librarian and a Support staff. Presently, stock of the library’s collection has been taken and now in a process of capturing materials onto a database using Microsoft Access. Moreover, all the library materials are catalogued and re-classified from the Dewey Classification System to Library of Congress Classification System to suit the status of a college library.

Print Materials
The Library has total number of volumes covering all subjects, but priority is given to education volumes which support teaching/learning and research work.

Services
BLCE Library provides circulation and reference services to users manually and electronically. At the Librarian’s desk, reference services, circulation services and enquiries can be made. The services provided also include electronic using the Internet to facilitate access to electronic resources.

User Education
Special training programmes are organised for new students on how to access information in the library manually. This is to impart literature search skills to the new students and also to create awareness of such services in the library.

Photocopying
The library provides a photocopying service that enables users to copy pages of library materials and private documents. Charges are fairly cheap and neat work is always assured. Photocopying of Library materials may be done within the Library on request for a fee.

Inter-Library Lending and Documents Delivery (ILLDD)
The ILLDD service is yet to be implemented to complement the library’s effort in the provision of information and literature needs of staff and students at a fee.

GENERAL RULES AND REGULATIONS
I. Safety/Security matters

Readers must comply with all emergency procedures including evacuation of the building in the event of a fire outbreak
Readers must show student IDs to any member of staff of the library on request
Firearms and other offensive weapons are not allowed into the library
Readers must comply with all requests for inspection.
II. Personal belongings :

Any bag (including, but not limited to polythene bags, book files) shall not be allowed into the library
Any food items and liquid (including drinks and water) shall not be allowed into the library
Wet gowns, raincoats umbrellas, etc shall not be allowed into the book stacks
Receiving or making phone calls and group discussions are not allowed in the library
III. Computers and other technical equipment :

Radios of any size shall not be allowed into the Library
Headphones can only be used if the sound issuing from them is not audible in the reading area
If the use of any equipment disturbs other readers, the user will be asked to stop using the equipment.
Pictures/photographs shall not be taken in any part of the Library
Readers must not use their personal scanners or copying devices unless permission is sought
Readers must not use their own disks, CDs, or software on the Library’s’ computers without seeking permission from the senior member on duty.
IV. Copyright matters :

Long Essay and other project work cannot be photocopied without written permission from the author addressed to the librarian.
Readers cannot photocopy a whole book, though parts can be done.
Care of Books
Users are expected to take very good care of materials in their possession and thus:

Readers must not write or mark any items from the collection; neither should they cut nor damage any book.
Any defect in or damage to a book should be reported to the library staff.
Readers must not trace any picture or figure from any book/material.
Readers and borrowers will be held responsible for any damage to a book in their charge and will be required to pay the appropriate cost of such damaged books.
Borrowers should report at once the lost of any book, and if it is not found, the borrower shall pay for the assessed cost of the lost book.
Items that could harm the collection are not allowed into in any part of the library. These include, but not limited to :

1.Food
2.Drink
3.Water (bottled or sachet)
4.Sweets
5.Chewing gum
6.Bottles of ink
7.Cleaning liquids
8.Liquid medicine
9.Fire arms
10.Pets

LOANING OF BOOKS
I. Regular Books :

Staff and Students may borrow up to 3 books for 2 weeks, renewable once only if not requested by another reader.
Books borrowed may be recalled after 7 days if circumstances of the library so demand.
II. Books to Borrow :

Books, which may be borrowed, are those with the location mark open shelves (OS) added.

III. Reservation of Books :

A book which is out on loan and which is required by another reader may be reserved on application to the librarian.
The reader will be notified when the book is available. Such a book will be kept for only 3 days. If it is not collected after this period, the book will be returned to the library’s shelves.

OFFENCES AND SANCTIONS
The following shall constitute library offences :
For Unlawful acquisition of library materials/stealing, the following sanctions shall be applied Ordinary books – The member shall lose borrowing rights for one term.
Reference books – As in (i) above.
Rare Books – The member shall lose the right to use the library for two terms.
Mutilation of books and related materials – A member who commits this offence shall lose borrowing rights for two terms.
Failure to return books and other materials on demand (i.e when a book is recalled) – As in (i) above.
In the case of a Staff who commits any of the above offences, a report shall be made to the Principal for appropriate sanctions to be instituted against him/her.
With regard to the General Rules of the Library, flouting of any of them could result in the Library imposing appropriate sanctions on the offender(s), including the suspension of the use of the Library.
